Export Licensing
Motley Exim Co. holds a current DGFT Export Licence and active Import Export Code — IEC 0599007079 for defence goods, issued under India’s Foreign Trade (Development & Regulation) Act. Independently verifiable on dgft.gov.in.
All defence camouflage and textile exports fall under SCOMET Category 6 — Munitions List, administered by the Department of Defence Production (DDP), Ministry of Defence. Licences are shipment-specific and valid for 24 months from issuance.
We issue End-User Certificates (EUC) in the format specified by the buyer’s procurement authority — acceptable to foreign MoD, prime contractor, and paramilitary vendor registration systems. Government-to-government (G2G) documentation facilitated where required.
Primary export classification: HS Code 58041090 (tulles and other net fabrics) for multi-spectral camouflage nets. Pre-shipment inspection, certificate of origin, and destination-specific customs documentation managed in-house.

Multilateral Regimes
India is a member or adherent of all four major multilateral export control regimes governing dual-use, missile, chemical/biological, and nuclear-related goods. Defence camouflage exports operate consistently with these regimes alongside India's domestic FTDR / SCOMET framework.

FTDR Act & Statutory Authority
All defence exports from India are governed by the Foreign Trade (Development & Regulation) Act, 1992. Section 11 prohibits export of any item without authorisation from the DGFT where authorisation is required by the Foreign Trade Policy or any other written law.
SCOMET items in Category 6 (Munitions List) require licence from the Department of Defence Production (DDP), Ministry of Defence — administered via the Inter-Ministerial Working Group (IMWG) with stakeholder ministries (MEA, DRDO, MoD-DMA, DGFT).
Penalties under FTDR §11 read with §14: monetary penalty up to ₹5 crore or 5× the value of goods (whichever is greater), imprisonment up to 5 years, and confiscation of goods. Additional liabilities arise under Customs Act 1962 §132–135 (mis-declaration / smuggling) and FEMA 1999 §13 (foreign-exchange contraventions).

The Export Process
A structured, transparent process from initial enquiry to final delivery — with compliance embedded at every stage.
Submit a product enquiry with end-user details. Our export compliance team reviews the destination country, product category, and applicable SCOMET Category 6 (Munitions) controls. Eligibility and documentation requirements confirmed within 48 hours.
We issue a formal Pro-Forma Invoice (PFI) with full product specifications, unit pricing, incoterms (FOB/CIF), MOQ, lead times, and payment terms. Samples can be dispatched within this stage for pre-qualification evaluation.
SCOMET Category 6 licence application filed with the Department of Defence Production (DDP). Typical processing: 30–45 days via the Inter-Ministerial Working Group. Buyer completes the End-User Certificate in their MoD’s format. We prepare Shipper’s Export Declaration, Certificate of Origin, packing lists, and any NATO or bilateral treaty documentation required by the destination country.
Manufacture commences against confirmed purchase order. Pre-despatch inspection (PDI) conducted in-house against agreed MIL-SPEC or contract quality plan. Third-party inspection can be arranged at buyer request. Final lab test certificates issued.
Goods despatched via approved freight forwarder — airfreight, sea freight, or bonded road transport as appropriate. Full bill of lading, customs clearance, and delivery confirmation provided. Post-delivery support and warranty documentation issued on arrival.
